At PostcardMania, bulk mail means mailing in large quantities so you can pay a reduced postage rate. USPS gives you a discount because your mail is presorted, prepared, and dropped off in bulk. Regular postage (like stamps) doesn’t require sorting, permits, or special indicia — but it costs more per piece.
Who qualifies for USPS bulk mail rates?
You qualify if you’re mailing a minimum volume and you follow USPS’s bulk-mail rules: use a permit (or indicia), presort by ZIP code, and meet other “business mail” standards.
If you don’t want to handle all that yourself, you can work with us — we already have a bulk-mail operation and indicia.

For postcards through us, we typically recommend mailings of 500 pieces or more to get the best per-piece cost.

How do I get lower postage rates?

How do I send USPS bulk mail?
Here’s how it works when you partner with us:
1. You give us your design or we design your postcard.
2. You supply your mailing list or you can purchase one through us.
3. We presort your addresses, assign barcodes, and apply addressing.
4. We print your postcards in our facility.
5. We bundle, clear through our in-house USPS clearing facility and drop directly into the mail stream at our USPS hub.

If you tried to do it yourself, you’d have to register for a permit, fill out USPS forms, presort your mail, and drop the mail at the proper USPS entry facility.
Do I need a permit for bulk mail?
Yes — to mail at bulk rates, you need a bulk mail permit (or use an indicia via a mail house). But good news: when you work with us, you use our permit — you don’t need to get your own permit or indicia.
What are USPS bulk mail preparation rules?
Some of the key rules (we handle these for you):
• Your mail pieces must be presorted by ZIP code (and possibly 5- or 9-digit ZIPs) so they’re sorted efficiently for USPS.
• You must use an approved indicia (or precanceled stamps or meter), not regular postage stamps, for business mail.
• There are weight limits depending on the postage class you will be using.
• If you want to use the Intelligent Mail Barcode (IMb), you have to follow USPS’s barcode specifications (which we’ll handle when you mail through us).
• Bundling, tray tags, and other logistics must meet postal standards to qualify for discounts — we take care of all of that when you use our service.
What are the design requirements for USPS bulk mail?
We have to make sure your postcard design meets USPS guidelines, especially for indicia placement, address area, and barcode placement. When you let us design for you, we make sure every piece fits those “bulk mail regulations” perfectly so your mail doesn’t get rejected. If you design it yourself, we ask that you follow our design templates to stay compliant.
What size postcard can qualify for USPS bulk rates?
• 4.25″ × 6″ is our smallest, and it’s very common.
• We also offer 6″ × 8.5″ (“jumbo”) and 6″ × 11″ (“colossal”) postcards.

• EDDM (Every Door Direct Mail): You deliver to every address on a carrier route, regardless of list, as long as it meets USPS criteria. EDDM can be cheaper on a per-piece basis, because you don’t need to presort by ZIP–USPS just takes the bundles. But it’s less “targeted” because you’re mailing to every address on a route.
What happens if my list has bad addresses?
We’ve got you covered. We run your list through NCOA (National Change of Address) to catch people who moved, so you don’t pay postage on undeliverable mail. Cleaning your list not only saves you money — it helps your campaign perform better, because you’re mailing to real, current addresses.
Can I submit my own mailing list for you to address?

Do I need my own mailing list?
You don’t have to — but you can. We accept your list (in Excel or CSV) and use it to address postcards. If you don’t have one, we can help you purchase one, targeting only the most qualified prospects. We also “clean” lists (using NCOA) so that bad or outdated addresses don’t cost you extra postage money.
Does my design have to follow a certain template to qualify for bulk mail rates?

What’s better — bulk mail vs. First Class?
Bulk mail is simply the term that describes the business practice of mailing hundreds (or thousands) of mail pieces by utilizing an approved bulk mail indicia, adhering to bulk mail requirements, and therefore, receiving a reduced cost of US postcard stamps — which is much lower than the current cost of postcard stamps when you buy postage stamps for postcards for the holidays or vacation. Thus, there are a couple bulk mail options:
- First Class Postage Postcard – gets your bulk postcards to recipients in 2-5 business days (only option for 4×6 postcard postage)
- Standard Class (or 3rd Class) – gets your bulk mailers to recipients in 7-14 business days (available for 5×7 postcard postage, 5.5 x 8.5 postcard postage USPS, and 6×9 postcard postage)
Therefore, you can still receive lower bulk mail rates if you don’t want to pay for a shorter bulk mail time frame with First Class. However, note that Standard Class (or 3rd Class) postcard postage cost does not apply to the 4×6 postcard size.
Is there a bulk mail minimum to receive the lower US postcard postage rates?
Yes, there is a bulk mail minimum — you want to mail at least 500 bulk mailers to receive those coveted lower postcard stamp amounts. However, most mail houses give both better per-piece print pricing and better addressing pricing when you mail at least 1,000 pieces.
What other USPS bulk mail information do I need to know?
When you utilize bulk mail services with the USPS, you have to follow detailed bulk mail sorting instructions. Also, called “presort,” when you bulk mail with the US Postal Service, they require you to sort mail before handing over your bulk mailers to them.
